The Ryder Cup is managed by the PGA of America and Ryder Cup Europe. "PGA of America" is not the "PGA Tour". PGA of America is "...is an American organization of golf professionals that was founded in 1916. Consisting of nearly 29,000 members, the PGA of America's undertaking is to establish and elevate the standards of the profession and to grow interest and participation in the game of golf."

So regardless of whether the PGA / LIV merger happens, it does not change ownership of the Ryder Cup. However, one would expect that some of the animosity between the two might change the Ryder Cup selection process in the future if the merger were to occur, especially since presumably LIV players would start accumulating Official World Golf Ranking points (which they currently do not).
